Graduated Driver License Law

Effective January 9, 2006, the State of Hawaii's Graduated Driver License (GDL) law establishes a three-stage program for drivers under the age of 18. The program allows beginning drivers to develop their driving skills over time as they gain experience and maturity.
Stage 1 - Instructional Permit can be obtained at 15 1/2 years of age
Stage 2 - Provisional License may be issued at 16 years of age
Stage 3 - Driver License may be issued at 17 years of age

Stage 3 - Driver License may be issued at 17 years of age
